Tom doesn't mind people keeping their distance. he doesn't like them that much anyway. He has a problem when they actively go after him.

But Tom would need to know where, send his orbs much further than he's ever been shown to do so far, suborn the technology, and use it to escape. That's quite a stretch.
And teleporter tech isn't that advanced on Earth. It's been used by some villains to escape, using a homing beacon to take them to a prearranged hideaway. When EEE teleports it's a fairly major and costly operation requiring some time to set up. You'll notice that the LL still jump into a LairJet to answer emergencies; that's because the teleport tech isn't advanced enough yet to rely upon to get there.

You're not factoring in the "special ops" team sent to take him down, which might well contain metahumans and other specialists. or to put it another way, what chance would Tom have had escaping from that plane with people possessing skills like Keiko's or Yuki's coming after him?
