And what happens next week if Kerry gets slaughtered by Baroness Zemo? Or if Danny and Kerry have their final break-up? Or if the Purveyors of Peril want his leadership again? Or if he is proven in law to have committed crimes requiring him to face life imprisonment or the death sentence?

She might be too dangerous. She's already killed in anger and murdered to preserve the Doomherald's life. She's threatened to use the Necronastycon to end all life on Earth and appears to have the power and access to do so. In some people's books that would make her a clear and present danger.

They work to strict rules of engagement. She'd have to do something bad on a cosmic level to come under their jurisdiction.
