Vinny's quite good at his job. A close examination of his efforts in "the Compound" will demonstrate his technical competence then as well. He's just a bit of a social disaster area and lacking in confidence about how good he really is. A family reunion might help to explain this, but you don't survive to adulthood in the De Soth clan without being able to handle a few extraplanar entities.
As for Regret, she's not got the backing of a major Lord of Hell any more. She's out in the cold living world and she's on a learning curve.

Those were the bits I felt I needed to run past Scott before posting them; but I'm assuming he'd have objected in the four months he's had the story for review if there was a problem. I refer you to my previous comments about balancing out Koo's past with current story needs.
