The "insurance" makes that an undesirable choice - not because Vendredi would be afraid, just because it's a lot of work having to deal with a tenacious alien assassin afterward. She doesn't plan on taking on Vendredi at all, really.

Chiaki may be brave and clever, but she's not stupid. She would like to keep her distance from someone who's as much psychotic killer as businessman. She's an expert in negotiation - it's impossible to negotiate with someone who believes they can just massacre anyone who doesn't accept his terms.
