That's what I figured. She could probably cut pieces off of him but he might not care (a human sure would though) since my impression was he was built in a utilitarian fashion out of scrap anyway.

I think it was Drury who decided at one point that it was better to keep a cooperative relationship with the LL, rather than fight them to destroy Anna, on the condition that they make sure Anna doesn't officially exist. That's why Anna has to keep the damage to a minimum - first time she destroys half a city block with eye lasers and the press gets wind of it, the military and Drury will have some really uncomfortable questions to answer, and so will the LL.
