Monk is a former police detective/current private detective who was fired from the police force because his multiple phobias and hangups were crippling him. He's always being terrified by things like heights and closed spaces...and milk...and he insists on straightening things he has no business straightening like public signs outdoors.

In this case, he'd refuse to go into an underground bunker, and if forced to he'd complain nonstop about the walls closing in instead of working.
