Mumph died in the last battle with the PM in a good few draughts until I decided it was too predictable.

Indeed. But just because they're villains doesn't neccessarily mean they didn't do heroic things in the war. And some people like PsychoAcidPervGirl! might actually use their amnesties to get a second start.
