I'm sure there are any number of scenarios in which Chiaki could be perceived as a threat.

The Legion has generally fudged the issue of members and associates that go bad. They made a few desultory attempts to capture Messenger during his killing spree days, and they hunted but failed to catch Dark Knight. Other rogues like the Man Who Wasn't There and Magnetic techbird were allowed to go their own way, and were eventually eliminated by non-Legion adversaries. So generally when a Legionnaire crosses the line there's not been a definitive response - except when Beth von Zemo conquered the planet.

On the other hand, the Legion has often defended its own against unfair accusations. Jarvis, Nats, Donar and Visionary are some examples (although to be fair, Lisa tried to framed Vizh to clear Jarvis). However, two of the Legion's main defence mechanisms, NTU-150's bottomless wallet and Lisa's rolodex of judges are now much harder to access.

I think VV's generally happy as a villain, and gets quite a lot of job satisfaction.
