The Hood's powers only work because he is insane. There's some kind of link with Herringcarp Asylum too, but that is an unfinished story.

Certainly the temporary portals that EEE generates are expensive to make. ITC's more permanent gateways are vastly expensive investments out of EEE's financial league.

We pick up what Liu Xi is up to in the very next chapter. She's certainly not looking to join Kahn in his cosmic suicide. And she did have access to those Xander-craftings.
