Basically, yes. What Dr. Lia was going for is to have each android program itself (via learning), and repair itself, and therefore introduce a high level of diversity. Just like humans. The bonus being if something was faulty about the base software design, it would correct itself over time, and not propagate through the entire 'product line'. Basically using the same genetic diversity trick that keeps the human race from being wiped out by a single virus.

Hence the reason she's going to say "I told you so."
