Heirarchy-wise, Grimpenghast is the owner of the real estate, the one with power to capture and then locally-resurrect souls at will. Part five probably explains this a bit better.

Lucy has a get-out-of-hell free pass but since she's also got a naah-naah can't touch me pass she's sticking around to watch the fun. And yes, she's quite happy to watch her teammates undergo horrible and frisly deaths. She just thinks its a shame its not her siblings.
