I think you're overestimating the decision-making process. Vespiir was exposed to elder-things that drove her mad. The Hood retconned it so she wasn't, and maintains it so long as she keeps her end of the bargain.

Vespiir has delivered her message now, so theoretically she could have disobeyed the Hood re CSFB!'s prediction without consequences to anyone but her; she's just too scared of what would happen.
