Since Anna escaped, and Drury's plan is basically in pieces and unusable when it needs to be called upon, he failed. Now the General is taking over with his own plan. At least that's how I see it.Hodgekiss is a selection by the shadowy government manipulator the Grey Eminence (also the force behind the creation of Mr Epitome and Glory). As such he's from a very different power base than the UN-backed WW2 hero Drury. He's more in the pocket of X-Files' Cigarette Smoking Man-types. Whether Hodgekiss knows this or is just their choice because they understand his nature has yet to be revealed. the other thing of course is that Drury would actually baulk at taking out the LL unless he was personally convinced they were a genuine danger, and that their loss wouldn't strip Earth of a proven and invaluable defence. So Drury's not the ideal man to impliment any procedure under current circumstances.
