Zero Street's local whereas the Foundation was originally a major GMY-wide public institution (think maybe the Wayne Foundation). 3. Zero Street's in Hell's Bathroom, Paradopolis, whereas the Foundation's in GMY, where the Mayor's a villain and superheroes are breaking the law if they use their powers.
