The distinction is that the Hood is looking to revenge himself against the Parodyverse's creators, whereas Bar Sinister's crew is being promised the chance to revenge themselves against their creators; that is, since those bad guys are "fictional," they'll be revenging themselves against the inhabitants of the "real world" of the Parodyverse. The Parodyverse is to these fictitious bad guys what our own world is to the characters who inhabit the Parodyverse.

And Bar Sinister's ultimate target is, as he reveals in this story, much more personal than that, but he's using his crew to hit that target on a greater number of fronts at once.
