I wouldn't call most of these villains "iconic", but they're probably my top ten outside of the comic books. In no particular order:

Hannibal Lecter
Mr Potter
Leonard Smalls
Jafar
Hans Gruber
Duchess (The cat from "Babe")
Clubber Lang
Noah Cross
Scar
Nurse Ratched

And I never thought of it before, but Hannibal Lecter and Nurse Ratched would make a terrifying doctor-nurse psych-out combo.
The Lone Biker of the Apocalypse is getting included on my list, thanks to you, simply because he'd make a great pirate (this will make sense when you read it).
Mr. Potter and Noah Cross would be difficult to include, simply because they're manipulators rather than melee combatants, unless you can come up with another angle (again, after you see where I'm going with this), but I was already leaning toward having Hans pull a repeat of Die Hard.
I'm kind of willing to fudge on how "iconic" they have to be, simply because I'm also leaning toward including at least one Star Trek movie villain (hint: William Shatner has shouted his name), but I mainly just wanted the balance to tilt in favor of fictional bad guys that people other than nerds have heard of.
