I suspect it's more about social skills. Tandi would be able to deal with "people" issues much more slickly than Anna. But it might also be as simple a reason as Anna not having yet returned from her sojourn with Yo.

The actual real-world reason is that I started writing this story before Anna was introduced and developed anyway.

And Vinnie knows better than to bring an elemental sensitive into a volatile chaos-soaked poltergeist environment. Liu Xi could probably handle it but it wouldn't be pleasant for her.
