The Trading Alliance has some criteria of when a planet reaches trade status: It either has to have galactic travel capable of reaching the Alliance, or become aware of it (then they'll be approached as a trading partner; It must not be allied with an enemy or employ a nature of conquest; And it must have something worth trading.
Though also, some potential trading partners have turned them down on the grounds that the Trading Alliance refuses to share its formidable technology.

The Galactic Government hasn't authorized Galtivac's destruction. That means the Trading Alliance steers clear of him.
