I make no guarantees over the "permanent harm" bit. As others have pointed out, releasing some of the most powerful and dangerous super-villains on the planet is going to cost some lives, both amongst the prison guards and the general populace.

However, I'll be building a get-out clause into the storyline that we can activate later. There's at least one extra escapee out there.
