They can be captured again. And perhaps the New Lair Legion will recapture them all in time - in fact, Chiaki is counting on that last part (she actually expects many of them will be caught by guards before they manage to leave the prison grounds). She just wants to create public dissatisfaction with Beth's reign, not cause permanent chaos.
Meanwhile, though, there's something else to consider. What if the penalty for what Chiaki has done is death? What if it's life in the Safe, locked in with people who know she's associated with the Lair Legion, meaning any of them would kill her at the first opportunity? Would Hatman consider that's the price she has to pay and if the price is death so be it?
Complicating that question is this: Chiaki is a believer in justice. Not in being a hero, or in being right, but pure justice. She also believes that she herself isn't immune to it. So she herself would believe that if the penalty for what she's done is death, she deserves to die. Also complicating the issue is that if Chiaki is sentenced to life at the Safe with the constant threat of humiliation, death, or injury, she may choose suicide - after apologizing to Hatman first.

As I noted above, it creates a very interesting problem. Chiaki took a huge chance with her plan, because she only sees two destinations at the end of that road: Vindication or death. She'll try her best to make sure it's not the latter, but she's prepared for it. She doesn't expect to be thanked for releasing prisoners either - it's part of a larger plan that doesn't involve her taking on the New Lair Legion herself. There's a big difference between bravery and stupidity.
