Re: Fingerprints:  Why make it easy for them to figure it out?  If there are no fingerprints it's possible the release is just a bad coincidence, or maybe someone set up the timing to catch her in the crossfire.

There is a variety of reasons Chiaki did that.  The sudden release of villains will keep the relatively green "New Lair Legion" busy.  It also creates the possibility that formerly imprisoned metahumans will try to kill some of Beth's pets that they have a grudge against.  More on that in a moment though.

Maybe Beth will try to recruit them, but some of them just aren't stable enough or recruitable.  

And the final part I forwarded you from above to read:  Innocents or no, the biggest point is that Chiaki is trying to create major public dissatisfaction with Beth's takeover.  It's like, since the day she took over, criminals are running rampant in the streets, and the New Lair Legion are jerks, and even JJJ agrees that things are worse than when the old Lair Legion was in town.

It's enough to cause protests and riots.

Fortunately Chiaki rejects the idea of joining.  She doesn't like being tied to any organization that might govern her behavior.
