That doesn't answer why the LL has a right to make decisions for the whole planet.

It's an interesting idea. What does the LL's tactical and intelligence advisor Yuki think about the threat assessment, though? What preparations is she making?

The Chronicler's power levels and authority have never been fully mapped.
