Temporary relief is all she needs. The truth is, the only permanent solution is to murder Vendredi and his whole organization, but that's not her style. The alternative is to delay any chance of her being harmed until after someone else picks a fight with Vendredi. Not too easy, but pretty smart.

Probably, but Chiaki isn't too sure that the Lair Legion would avenge her death, nor would she want them to. Plus, the "insurance" shows Vendredi that she speaks his language fluently. She doesn't expect that it will scare him - more like impress him enough to leave her alone.
