... Because otherwise, the contrast between the black costume and the "American shield" torso and mask seems ... off, somehow.
That being said, I actually really like the "American shield" being incorporated into the costume, because it looks modern and Goldern Age all at once, even though I could do without the metallic glossiness of it (which really doesn't work against an otherwise mostly all-black costume), and while I can accept that Bucky-as-Cap would wield a gun and a sword, it still just looks ... wrong, on any Cap's costume.
