That still means it's gone for now.  It's possible that an observant and ambitious government agent might decide now's the time to get rid of a couple of "problems" - and at the moment, Liu Xi seemingly won't have any defenses.  Chiaki probably would though.

Or at the very least, instead of clever legal defenses they'd have to go for much more dangerous, direct methods.  Chiaki isn't above using clever and thinly veiled threats.  Yuki isn't above using much more direct and obvious threats.  And both are likely to carry them out.

Even they only have bits and pieces of information.  Sure they can make a file, but they have far from a full profile like they probably have for the usual Lair Legion members.  Of course ironically that may make her a greater threat - because all they know is she's powerful, but not what her exact powers or intentions are, or how she's been tested in the field.

The interesting question there is this:  The only thing they know for sure is that Lara doesn't seem to have any destructive or violent tendencies.  Would they want to encourage her to demonstrate them by confronting her in case she might be dangerous, or just leave well enough alone?

They must hate the Psychic Samurai then, since she almost never kills.  They won't be able to blackmail her or Akiko that way.

Chiaki doesn't really have such ambitions.  But at the same time she does own a few different properties in two countries and has enough to live comfortably, and also has some powerful friends on both sides of the law.  VV might be jealous of that, a little bit at least.
