Chiaki is the poster child for reputation preceding her.  Those who know her, including Hatman, know that she's no threat to the world, but as one suspect's interview with Jack and Vicky went, she has a reputation as someone who's cold-blooded and terrifying.
On the other hand, Chiaki uses that reputation because it often helps her avoid violence.

That brings up the old question again of whether the Lair Legion would take on a government organization to protect Liu Xi, who isn't even an LL member, or if they'd hand her over.  The question might become even more dicey if it's a government organization the LL has worked with before - does the LL trust them again not to harm Liu Xi or do they take the hard line?

I'm sure she ended up on those files as soon as her name was known, simply because anyone who can cross dimensional barriers and therefore can't be captured or arrested easily can be interpreted as a threat.

In that case I guess Faite's does work differently.  Rather than actually freeze all time around her, Faite just "captures" a moment in time.  The best analogy would be catching a fly in your palm without injuring it and then letting it go at will.ÂÂ
