Becuase other planets will be disturbed by the noise? They're fairly isolated in their nebula.

It's a major social reform. Caph couldn't just abolish slavery - it's economic and social systems are too dependant on it. So Kiivan and Ohanna seek a generational change by making it possible for slaves to rise to be owners, and eventually get everyone to be owners. It's controversial but something has to be done.
