We haven't given up on fixing the connection refused errors on the server.  It's just more complicated than we thought - every time we think we got it, it comes back again.

Meanwhile, when the server is particularly crabby I've been rebooting it because that improves the situation for a while.

Eventually we'll figure it out.

So far I have support testing 3 sites:  This one, Comicboards, and one other using phpBB.  In a way we're fortunate, because of the 3 sites we get the fewest connection errors (the 3rd site gets about 20 times more).  As soon as the cause of the problem is discovered it'll be stomped.
